The Climate Change Committee (CCC) is the UK's a independent, statutory body established under the Climate Change Act 2008. Its purpose is to advise the UK and devolved governments on emissions targets and to report to Parliament on progress made in reducing greenhouse gas emissions and preparing for and adapting to the impacts of climate change.
It has recently issued a progress report which is not reassuring reading. The document is based on a huge review of the scientific literature by 450 experts from 130 organisations. The BBC have summarised the report
One aspect, amongst many, highlighted by the Climate Change Committee is the need to insulate buildings to save emissions. In addition, overheating has emerged as a significant risk - especially in flats. The committee believes the government must require improvements to improve cooling by, say, installing sunshades. Ministers must also ensure all new homes are built for a hotter climate.

With so many new developments comming to the area does Guildford need to do more to ensure sustainable modern buidlings? This may include making proper provison for air source heat pumps, better shading etc. The Design Codes being considered for areas of the borough are an opportunity to make new buildings fit for the future.
