The Supplementary Planning Document describes a set of policies based of key views across the town centre. The SPD provides guidance as to how these sites will be managed to ensure they remain unspoilt. The SPD is in support of Policy S3 that is the overarching policy for the town centre. The Society has commented at lenght that Policy S3 has serious deficiencies. The Town Centre Views Supplementary Planning Document is a start to rectifying many of the issues with S3 but the society believes the council needs to rapidy produce SPD's on Mass and Scale of buildings and a proper spatial strategy. A key test will be how the appaeal on the Casino Site can be handled in the absence of limited or missing policies. See this link for full details of the SPD
